Upgraded Ameritas connections

We've upgraded our connection to Ameritas to allow us to confirm transactions more explicitly (for example, we now receive termination dates for members even if they are already not enrolled). Additionally, we now receive data for plans that will become available in the future.

This improves the way we can serve ben-admin platforms who are exchanging member eligibility data with Ameritas through Noyo.
